New-driver rules in Delaware
Delaware issues a Level 1 Learner's Permit at 16 (under 18) only to applicants who present a Delaware Driver Education Certificate, the Blue/White Certificate, and whose application is signed by a sponsor who is jointly liable for damages and may withdraw that endorsement before the minor turns 18. The permit holder must be supervised at all times for the first six months, and the sponsor certifies 50 hours of practice driving including 10 at night. After six months the teen may drive unsupervised from 6:00 a.m. to 10:00 p.m., needs supervision from 10:00 p.m. to 6:00 a.m. except when going directly to or from work, school, or church activities, and is limited to the adult supervisor plus one other passenger for the full first 12 months, after which the permit converts to a Class D license.
